New Tools to Use Documents as a Data Source

 


Continuing the general theme of earlier CTB articles here, here, and here on using documents as the database for context, analysis, and data entry; we saw an article from Infoworld.com today that lists tools by AWS, Microsoft Azure, and Google Document AI that “can parse your unstructured documents and produce structured information for all kinds of digital transformation use cases”.

US Federal Judiciary Creates Public User Group for PACER



Via press release on June 26, 2019: The Federal Judiciary has created and is seeking members for a public user group to provide advice and feedback on ways to improve its electronic public access services. The Electronic Public Access (EPA) Public User Group membership will be selected from interested applicants who represent the legal sector, media, academia, government agencies, the public, and other entities that use the Public Access to Court Electronic Records (PACER) system to access federal court records. The group will allow for the exchange of information about issues experienced by users, and it will recommend ideas for expanding and improving services.

While I was preparing for the visit I found an order from one of the Federal Judges.  While reviewing it I found several very interesting ways that they are dealing with the electronic document verification in their courts.

When I was young, the US fast food restaurant, McDonald’s would display that they had sold over 1 million and later 2 million hamburgers (see picture at the left).  Court E-filing has been like that.  Slow adoption at first.  But now after 20 years, there are now millions of E-filings recorded.

US Federal Courts PACER Fees Litigation

An article posted at qz.com (Quartz) discusses the court case regarding fees for the public use of the US Federal Courts PACER system.  The article notes:
“the paywall that surrounds Pacer is facing what may be its most serious test since the service emerged 28 years ago. Judge Ellen Huvelle of the US district court in Washington DC is expected to decide in the coming days whether a lawsuit accusing the government of setting Pacer fees at unlawfully high rates can proceed. 
The case, which is seeking class-action certification, is being led by three nonprofits: the National Veterans Legal Service Program, the National Consumer Law Center, and the Alliance for Justice. Each group says it has downloaded documents from Pacer and incurred charges alleged to exceed the cost of providing the records. All say the setup violates the E-Government Act of 2002, which authorizes the judiciary to “prescribe reasonable fees”—and which the plaintiffs argue should limit the government to charge users “only to the extent necessary” to make the information available.”
The full article is worth reading because it provides some explanation of fee waivers and, the total amount of revenue generated that supports court automation that is not provided by Congress in budget appropriation.  We would also point out that there are additional issues such as costs relating to data privacy, redaction, and management that are not addressed in the article.

Technology surprises appear every day… even when they are over two years old.  Last week I stumbled across the Sony Digital Paper device at the American Bar Association TechShow in Chicago.  In many ways this is the device in my opinion that many judges have been looking for.

JTC Electronic Court Records Webinar Redux

The Joint Technology Committee (JTC) of COSCA and NACM recently conducted a webinar on "Developing an Electronic Court Records Disposition and Preservation Plan."  Huge demand and technical difficulties encountered the first time around prevented many from connecting to the webinar.  So the JTC is presenting this webinar again this Thursday, July 23, 2015 at 1:00pm EDT.
