I heard from our friend, Marcus Ferbrache that his court has
released an RFP/Tender for a court case management system for the British Island of Jersey. He explains below:
---
“The tiny British island of Jersey has started a tender
process for a case management system. The island may only measure nine miles by
five, but it is a sophisticated offshore finance center, managing hundreds of
billions of dollars of the world’s wealth. It lies only fourteen miles off
France’s Normandy coast – so is geographically part of Europe – but is not, and
has never been, part of the European Union. Its 107,000 islanders are loyal to
the British Crown, but the island is self-governing, with its own legal system
with a mixture of British and Noman-French influences. Despite its proximity to
France, Jersey is in the same time zone as London and is served by multiple
airlines for the one-hour flight to the island.
Crime levels are very low, but corporate finance deals and
contentious trust disputes keep Jersey’s courts busy. In terms of technology,
it is a greenfield project, with mostly paper-based processes and no existing
CMS to replace. The procurement is currently at the ‘pre-qualification
questionnaire’ stage, with vendors that meet those criteria being invited
through to the tender stage.
Case management system vendors interested in bidding can register for access to the tender documents here.
