APPA has issued a procurement guide for automated case management systems that provides structure and advise that the courts can use as well.
***
We heard earlier this week from our friend Adam Mantz at the American Probation and Parole Association that they have completed their Community Corrections Automated Case Management Procurement Guide with Bid Specifications (PDF) with support from the US Department of Justice Bureau of Justice Assistance.
I had the privilege of helping with this effort.
The major sections in the publication include:
Chapter One: Preparing for a change
Chapter Two: Development or Procurement: Pros and Cons
Chapter Three: Making the Leap: Preparing for an RFP
Chapter Four: An Introduction to Information Sharing
Chapter Five: Developing an RFP: An RFP Template
Chapter Six: Making a Decision: Evaluating Proposals
Conclusion
Appendix A: SWOT (Strengths, Weakness, Opportunities, Threats) Matrix Worksheet
Appendix B: Community Corrections RFP System Requirements
Appendix C: Vendor Software Demonstration Script
I think that many courts and court systems can benefit by applying the ideas and structure contained in this document in your automation projects. And please also feel free to let your friends in Probation and Corrections know about the document as well.
