Court Order Forgery and The Digital Authenticity for
Court Orders Act
KrebsOnSecurity (an excellent cybersecurity blog IMHO)
“recently warned that hackers increasingly are using compromised government and police department email accounts to obtain sensitive customer data from mobile providers, ISPs and social media companies.”
Further, Senator. Ron Wyden of Ohio, “said he was troubled by the report
and is now asking technology companies and federal agencies for information
about the frequency of such schemes.”
“At issue are forged “emergency data requests,” (EDRs) sent through hacked police or government agency email accounts. Tech companies usually require a search warrant or subpoena before providing customer or user data, but any police jurisdiction can use an EDR to request immediate access to data without a warrant, provided the law enforcement entity attests that the request is related to an urgent matter of life and death.
"(H)ackers have figured out there is no quick and easy way for a company
that receives one of these EDRs to know whether it is legitimate. After all,
there are roughly 18,000 distinct police organizations in the United States
alone, and many thousands of government and police agencies worldwide.”
The story provides additional examples, an access governance
checklist, and a link to a press release regarding the proposed Act submitted
by the Senator and others here.
Last… we have had many thoughts about this issue that I have
experienced internationally. Here is one
article we posted here on the CTB back in 2015.

Arizona Superior Court in Pima County – Convert Court-led
Live and In-person Training to On-Demand Training
“In November 2020, the Family Center of the Conciliation
Court (FCCC) within the Arizona Superior Court in Pima County, was awarded a
Pandemic Response and Recovery grant from the State Justice Institute (SJI) to
implement the Court’s vision of converting what was an employee-led, in-person
parent education course to an on-demand, online, and self-paced e-Learning program.
Grant funds were used to design, launch, and evaluate the e-Learning program
and the process used to convert the course from an in-person format to an
on-demand, virtual platform. In addition, doing so would enhance access and
convenience to parents in the long-term, post-pandemic. The Court also
anticipated cost savings, gaining efficiencies, and building internal capacity
(e.g., to convert other curricula to virtual, self-paced formats) as a result
of this project.”

The Tiny Chatters write: “Zippity Zoppity Zoom. Courts have
gone virtual, but what will they do soon? Arizona studied their response to the
pandemic and came up with recommendations, guidance and lessons learned as part
of their "Plan B" Working Group. But what does this have to do with
Winnie the Pooh? What doesn't it? Join Danielle and Zach as they sit down withJustice Samuel A. Thumma from the Arizona Court of Appeals to discuss.”
Resources provided include the following:

We learned from ZDNet that “Microsoft is rolling out anautomatic Windows and Office software update service to its enterprisecustomers, which aims to turn 'Patch Tuesday' into just another Tuesday.”
Time to plan.
Webinar: An Overview of the JTC’s Cybersecurity Basics
The webinar was presented and recorded while wewere out of the office on March 28, 2022. The introduction says:
“Part 1 of the JTC Cyber Monday series included tales from
the frontlines, where courts that were attacked shared their stories. Part 2 will include an overview of the JTC
Resource Bulletin Cybersecurity Basics for Courts, covering incident
prevention, assembling and managing an Incident Response Team, and developing a
cybersecurity action plan. Information
will also be provided on the Center for Internet Security and its Multi-State
Information Sharing and Analysis Center (MS-ISAC). The mission of the MS- ISAC is to improve the
overall cybersecurity posture of the nation's state, local, tribal and
territorial governments through focused cyber threat prevention, protection,
response, and recovery. We hope you will
join us for this important and timely discussion.”
‘The panel will be moderated by JTC Co-Chair Kevin J.

How a Two-Way Text Messaging System Keeps People Out of
Jail
Uptrust, a for-profit company, hoping to reduce jail time on
technical violations by simplifying the communication process in the criminal
legal system, was founded when co-founders saw that judges and prosecutors
conflating attention issues and challenge with flight risk.
