Video Conferencing Technology in Pretrial Services



My NCSC colleague, Ms. Jannet Lewis has published an excellent case study on the use of secure video conferencing technology to assist in improving video conferencing communication in the Tenth Judicial Circuit, Polk County, Florida.

Pretrial Services were first implemented in the Circuit in 1981 to identify low risk defendants who may be released from jail after their First Appearance hearing.  The background investigation occurs prior to the defendant’s First Appearance Hearing.

The case study explains the technology used for as the mission goal states to:
 “Modernize Pretrial Services by establishing a safe and efficient remote connection method for the court and Sheriff to coordinate interviews for the Pretrial Services program by integrating video conferencing technology that improves daily operations and offers the flexibility of alternate work spaces in the event of an emergency.”
The benefits of using video conferencing technology between the central jail booking office and the pretrial services staff has been to save over $10 million annually in costs associated with housing inmates.  And the defendants directly benefit from the program by being able to maintain their employment while awaiting trial.

The program has the additional benefit of being able to maintain services during emergencies such as hurricanes that are a constant challenge in Florida.
