CITOC Innovation Award Winner Showcase

In September 2013 the New Jersey Courts was the recipient of the CITOC Innovation Award for Court business process automation. Their submittal - Electronic Access to Automated Judgment of Conviction (JOC) and Presentence Investigation (PSI) Databases – highlighted the Court’s collaboration with justice partners to share information and streamline processes.

The project began as a simple access project to allow the Department of Corrections to access Judgments of Conviction online. That project then expanded both in terms of functionality as well participating agencies and the public. A key to driving overall efficiency was a rule change to permit the use of electronic signatures.

The solution runs on Java (Websphere) Application server using Struts for the UI and Enterprise Java Beans for business process implementation. The application is secured by Tivoli WebSeal and Tivoli Access Manager. Adobe LiveCycle Forms and DB2 (via an open source iBATIS ORM mapping framework) round out the key technologies.
